	Tirana, Albania in October 1996. I went there as a Election Observer, initially for the OSCE Office for Democratic Institutions and Human Rights and when they had to withdraw, the US State Department. I'm the guy to the right in a jacket. The fellow in the back with his arms akimbo is my best friend from high school.
